We set out the outcomes and metrics we want to achieve for consumers, markets and the wider economy in line with our strategy’s 4 themes for the next 5 years.
Our outcomes and metrics
These outcomes are our aspirations over 5 years. Progress will not be immediate and they are not all entirely in our control to achieve. Many require us to work in partnership to maximise our impact. And other factors will influence how our outcome metrics change, particularly wider economic conditions.
We set out 2 to 4 outcomes for each of our strategic themes and the key metrics we will use to track them. For each metric we include the data source, baseline value and recent trends.
These are not the only metrics we will monitor, but they are the ones that we will focus on. We will also continue to track and report on metrics that relate to specific activities we are undertaking.
We recognise the metrics we have chosen have limitations. We have indicated where we are looking to improve them. We also consider these metrics alongside relevant government priorities, strategies and cross-government policies - including economic growth, market integrity and the prevention of economic crime.
Year 1 update
We have now included the latest data for year 1 of our strategy, highlighting movements and trends and what they show about progress against outcomes. As this is the first year of a 5-year strategy, these changes provide early signals and are still at an initial stage. Movements may reflect existing trends or wider factors, even where our actions have had some influence. Clearer impacts on outcomes will emerge over time as our interventions embed and may vary across the strategy period.
This update should be read alongside the delivery narrative in our 2025/26 Annual Report and Accounts, which uses a wider set of evidence to assess the impact of our work. Further activity detail is set out in the strategic report section, with any emerging risks or pressures explained in the report’s principal risks and external environment sections.
